I did this at the bank once, years ago, when I finally cracked one after my home loan still hadn't been organised and settlement had been delayed 10 days.
I told them I wanted to speak to the manager and that I would not be satisfied until I had. So they bring me the manager - and I told him I refused to leave until this was sorted out, took a seat, and waited.
Half an hour later all was done!
