Your dress and shoes are gorgeous!! And both have that old hollywood glamour feel to them, so I think a "birdcage" veil would suit it perfectly.

My Mood:
I really love the dress and the idea of the fascinator - to which I also suggest hair up. Not only will it make the fascinator stand out a bit, but it is warming up by then and hair out won't cover the halter look, making your straps look like they are disappearing into your hair and shortneing your neck. Hair up shows the strap, neck and fascinator - winner all round!!
Oh, and no idea where those words of wisdom came from! I do love the dragonfly theme!!
